It says that the timer circuit is an 8 bit counter. I would assume then that it is counting in up/down increments every second from 0 to 255. In the assembly language description it says we should output values 0-9 as 0-9, and an asterisk for other values. This means that the values 10-255 make an asterisk appear on the screen.
