I don't know very much about Windows (I try to avoid using it) so
I'm afraid I can't help you.  It's been installed on many
students' systems and I haven't heard of this problem before.
Could it be your hardware or something unusual about your setup?
You can try searching on the Altera Web site:

	http://www.altera.com/

and it might give you some clues.
