For Question 4.5 you need to know the rms value of a Rayleigh signal but the definition of sigma in section 4.6.1 of the book is misleading. Sigma is the rms value of each of two zero-mean Gaussian r.v., say x and y. If you form a r.v. r=sqrt(x*x+y*y), then the rms value of r is sqrt(2)*sigma.
