You've got to make another, larger entity, mapping together the inputs and outputs of all 5 other components. Yes, most of the signals are internal, but as stated on page 3, there are 2 inputs: a clock and a reset; and as for outputs, you have to get the values for the program counter, the ROM instruction, and the accumulator.
